If you have a current browser and the Acrobat Reader installed the document should open inside your browser window. Alternatively, to download the document right-click the link and then choose "Save target as..." This will save a copy on your PC and you can then open it with Acrobat Reader without needing to be online (unless you want to use the hyperlinks).

If you have a modern (v5 or later) browser AND the current version of Acrobat the file should open in your browser window when you click the link. If this does not happen (or you have older versions of the software) you can download the files to your own machine by doing a right-click on the appropriate link and then choose "Save target as..." Once the PDF file is saved on your hard disk you can open it with Acrobat locally.
